Power Theft, known as the silent crime, is not a victimless crime. Theft of electricity and water increases everyone’s rates so the honest customers end up paying for the stolen utilities. Reducing this theft is an excellent example of how you can cut the cost of your WAPA bill while helping your fellow citizens do the same.
Anyone trying to cause a meter to stop, to under register, or to be bypassed is stealing power. Tampering with a meter is a crime in the Virgin Islands. Punishment includes fines up to $5,000 and/or a jail sentence of up to one year. WAPA does prosecute, as evidenced by successful criminal prosecutions that required power thieves to pay heavy fines and repay hundreds of thousands of dollars which represented the cost of the stolen power. Cutting and stealing power lines is also a criminal act that carries very stiff consequences, which can include loss of limbs or life from electrocution. It is very dangerous!
Be part of the solution. Crime Stoppers urges V.I. residents to report suspected power and water thefts. We also encourage you to report those who might be making power theft possible. All that is needed is the address where you believe the theft is occurring and a brief description of what leads you to this conclusion. To report a suspected theft call WAPA’s Internal Audit Revenue Assurance Division at 340-715-6563 or send an email to reportservicetheft@viwapa.vi . In the event you feel a need to remain anonymous, tell us what you know at www.CrimeStoppersUSVI.org or by calling 1-800-222-TIPS (8477) or by texting “USVI” plus your message to CRIMES (274637). If your tip turns out to be correct, you will receive a reward to be paid according to your instructions. The minimum reward is $357 plus 10% of WAPA’s estimate of the value of the stolen power or water. Our maximum reward is $2,500. Only anonymous callers to Crime Stoppers are eligible for these cash rewards. You can also help by contributing to the Crime Stoppers reward fund. January is Crime Stoppers’ anniversary month, and we would like to take this opportunity to thank everyone who has helped the program succeed for the past four years:
· The many volunteers who operate the program, none of whom receive a salary.
· The media who advertise, as a community service, our weekly request for information on crimes.
· You, the citizens of the territory, who provided the 1682 anonymous crime tips over the last four years.
· The men and women of the various law enforcement agencies who worked your tips.
· The almost 400 citizens and businesses who donated the funds needed to cover the expenses of running the program and paying the rewards, which is our single largest expense.
Thanks to all of you for making Crime Stoppers a very successful organization. You have made a substantial and positive difference in the community over the last four years with your tips producing 176 additional arrests while taking 90 illegal weapons off the streets and recovering over $134,000 worth of stolen cash and property. Fifty eight tipsters received over $55,000 in cash rewards from Crime Stoppers, and not one of them had their identity revealed.
Not included in the above statistics are the crimes, including several homicides, that your tips allowed law enforcement to prevent from occurring. We know there will always be a criminal element among us but we also know that by telling us what you know you have made the Virgin Islands a safer place. Once again, THANK YOU.
What do we still need? More tips, more volunteers, and more financial supporters.

Crime Stoppers thanks the community for the 1680 tips submitted since the program began in January of 2009. In addition we would like to explain again exactly how you remain totally anonymous when you submit a tip via the Crime Stoppers program.
Using the communication network provided by national Crime Stoppers affiliates, we have technology which makes it impossible for us, law enforcement, an attorney, or anybody else to trace your phone call, text message, or web tip back to you. When you dial 1-800-222-TIPS, the call goes to a private telephone company in Virginia. They transfer your call to one of their own in-house phone lines and then forward it on to our answering service in Texas. Even if one of our Texas operators had caller ID, which they don’t, the only number they would see is from Virginia, not your number. So, if someone were able to get the telephone records of our Texas answering service, the number recorded would be from the service in Virginia. The Virginia Company purges all of their transfer records at the end of each month. Web and Text Tips are handled in a similar fashion. The messages are routed to computers in Canada where it is legal to transfer your message to another computer before forwarding it on to us. Even though we can send messages back and forth, this makes it impossible for anyone to trace a message back to your computer or your cell phone.
Finally, special IRS rules permit all Crime Stoppers rewards to be paid in cash with no tax reporting. One of our volunteers will deliver the cash to you, at a time and place of your choosing, or, we will even hide it somewhere for you to pick up later.
Since the original Crime Stoppers organization began service in 1976, there are no known instances where an anonymous citizen`s identity has ever been revealed using Crime Stoppers information. If you know something, you can safely say something by submitting your information on any crimes at http://www.crimestoppersusvi.org/ or by calling 1-800-222-TIPS (8477) or by texting “USVI” plus your message to CRIMES (274637).
